Income-Qualified Energy Upgrade Program

Income-qualified Columbia River PUD customers can receive energy conservation upgrade incentives for measures such as insulation, windows, heat pumps, and heat pump water heaters, making them little or no cost to the customer.

These rebates must follow certain guidelines, depending on which path the measures are installed through.

CAT handles income qualification, contractor selection, and full project delivery.

Customers may work with a contractor of their choice or Efficiency Services Group (ESG) can refer a contractor, subject to the following:

Eligibility Requirements

  • Must qualify and be signed up for CRPUD’s Special Waiver electric rate; this rate will save you. money off your electric bill every month!
  • Home must have electric heat and an electric water heater.
  • Work must be performed by a licensed contractor; rebate can be automatically assigned to contractor.
  • Projects must be pre-approved through our partners at ESG. Please call them at (888) 883-9879 before work begins.
  • Additional documentation (such as insulation photos) may be required for pre-approval.
  • Heat pump water heaters must be on the Qualified Products List, which ESG can confirm. Rebates are capped at $3,000.
  • HVAC replacements and upgrades require an AHRI certificate from your contractor for eligible systems.
  • Project funding pre-approvals are valid for three months.
  • Final inspection is required for insulation and window projects.

Rebates are limited. They are offered on a first come, first served basis, and are subject to available funds.
