Programs for Income-Qualified Customers

The GLOW Fund

The Neighbor’s GLOW (Give Light, Offer Warmth) Fund provides emergency bill payment assistance to income-qualified PUD customers. GLOW is funded through generous customer contributions, employee fundraisers, and surplus scrap metal proceeds.

The Special Waiver

The Special Waiver program provides an $18 discount on the monthly Base Charge to income-qualified customers.

The Income-Qualified Senior Discount

The Income-Qualified Senior Discount program provides an $18 discount on the monthly Base Charge and a 10% discount on the Energy Charges on the bill.

Community Action Team Assistance Programs

Income-Qualified Weatherization

The PUD partners with Community Action Team to provide free weatherization services to households at or below 60% of Oregon’s median income, whose primary source of space heating is electricity. Community Action Team provides similar services to households whose primary source of space heating is non-electric.

The LIHEAP Program

The Low-Income Home Energy Assistance Program (LIHEAP) is a federally-funded program that helps low-income households with home heating costs.

Other Assistance Programs


Many adults over 55 need help paying for prescription drugs, health care, utilities, and other basic needs. There are over 2,000 federal, state and private benefits programs available to help. But many people don’t know these programs exist or how they can apply.
