Low-income weatherization

Information about the PUD's free weatherization services for customers with qualifying incomes.

Columbia River PUD's Low-Income Weatherization Assistance Program provides weatherization services at no cost to households at or below 60% of Oregon's median income, whose primary source of space heating is electricity. Community Action Team provides similar services to households whose primary source of space heating is non-electric.

Who qualifies

The program is available to both homeowners and renters, and covers the cost of a variety of weatherization measures, including upgrading insulation levels in attics, walls and floors, sealing ductwork, wrapping water pipes and replacing windows. Your dwelling may be a single family or multi-family home, mobile home or apartment.

If you own your home and qualify under the income guidelines listed below, there is no cost to you for weatherization services. If you are renting your home and have a qualifying income, there will be no cost to you; however, your landlord must approve of the improvements and agree to pay a portion of the cost.

How the Program Works

The first step in requesting assistance from the program is to contact the PUD's Energy Experts. We will gather some basic information and refer you to Community Action Team. They will complete an energy audit and determine what measures are appropriate for your home.
