The PUD's Heat Pump Program provides consultation, quality assurance and financial assistance to Columbia River PUD customers. The program maximizes the efficient use of electricity through installation of high-quality, energy-efficient heat pump systems.

Eligible Customers

This program is available to residential customers of Columbia River PUD. The heat pump system you have installed must meet Performance Tested Comfort Systems (PTCS) criteria and must be installed by a participating heat pump dealer. The system can be installed in an existing residence or in new construcion.

Performance Tested Comfort Systems is a series of performance tests design to ensure that your new heat pump system performs optimally.

Incentives

Quality assurance - Participating heat pump dealers have agreed to install heat pump systems in accordance with the PUD’s rigid installation standards.

Rebates - Air Source Heat Pumps:

• $1,300 for heat pumps with a HSPF* of 8.5 or higher and a SEER** of 14.0 or higher. PTCS ducts and commissioning required
• For heat pumps with a HSPF* from 7.7 - 8.49 and a SEER** of 13.0-13.99:
• with PTCS ducts and commissioning - $750
• with PTCS ducts only - $400
• with PTCS commissioning only - $300

*HSPF (Heating Season Performance Factor) is a performance rating standard that accounts for changes in outdoor temperature, defrosting, fans, supplemental heat, and on/off cycles.
**SEER (Seasonal Energy Efficiency Ratio) denotes efficiency in air conditioning mode.

Rebates - Geothermal Heat Pumps:

We offer a $2,000 rebate for geothermal heat pump systems. PTCS ducts are required if the ductwork is outside of the home's heated space.  To qualify for the rebate, the geothermal system cannot be a replacement for an existing geothermal system.

Financing - We are partnering with St. Helens Community Federal Credit Union to offer 6% financing to qualified customers for installation of approved heat pump systems. After receiving approval from the PUD, you can apply for a loan at any of these branches:

Step-by-Step process

1. Contact a participating dealer to arrange for a home consultation.
2. The dealer will inspect your home and prepare a written proposal. A copy of the proposal will be given to you and another copy, which includes heat load calculations and other important information, will be sent to us for review.
3. We will review the proposal and notify the dealer whether the system qualifies.
4. Once your proposal is approved, you can decide if you want to secure financing through St. Helens Community Federal Credit Union. If so, you will need to obtain a signed loan pre-authorization form from us and then apply at the credit union. Once approved for a loan, you may then make installation arrangements with the dealer.
5. The dealer will install your new system according to PUD and manufacturer specifications, then forward installation documentation to us for review.
6. Upon receipt of the installation documentation, we will schedule an inspection of your new system. After a satisfactory inspection, we will send you a rebate check.
7. If the credit union financed your system, we will notify them that it passed inspection. They will disburse loan funds to you and the dealer by way of a two-party check.
