Low-Income Assistance Programs
Information about the PUD's three low-income programs, and contact information for Community Action Team, which distributes federal low-income assistance funds in our area.
There are four programs available to assist low-income PUD customers. The PUD offers three programs, and Community Action Team distributes LIHEAP funds in our area.
PUD Assistance Programs
We have three programs for customers on limited incomes who may have difficulty paying their utility bills:
The Neighbors Glow Fund
The Neighbors GLOW Fund provides emergency bill paying assistance to low-income PUD customers who have fallen behind in paying their bills and are in danger of having their electricity shut off. GLOW is funded through customer contributions and employee fundraisers.
The Special Waiver
The Special Waiver program waives the $8 monthly customer charge for families living on low or fixed incomes.

Low-Income Weatherization
The PUD's low-income weatherization program provides free weatherization services to households at or below 60% of Oregon's median income, whose primary source of space heating is electricity. Community Action Team provides similar services to households whose primary source of space heating is non-electric.

Community Action Team's LIHEAP Program
The Low-Income Home Energy Assistance Program (LIHEAP) is a federally-funded program that helps low-income households with home heating costs.
