An energy-efficient heat pump system is a great choice for home heating and cooling. Heat pumps provide cost-effective heating in the winter and air conditioning in the summer.
We offers rebates, technical assistance and quality assurance to PUD customers who install qualifying heat pump systems. Our goal is to maximize efficiency through installation of high-quality, energy-efficient heat pump systems.

Eligible Customers
Residential customers of Columbia River PUD are eligible for the program. The heat pump system you have installed must meet Performance Tested Comfort Systems (PTCS) criteria and must be installed by a participating heat pump dealer. The system can be installed in an existing residence or in new construcion.
Performance Tested Comfort Systems is a series of performance tests design to ensure that your new heat pump system performs optimally.
Quality Assurance
The heat pump dealers who participate in our program have agreed to install heat pump systems in accordance with the PUD’s rigid installation standards.
Rebates
Rebates - Air Source Heat Pumps:
**SEER (Seasonal Energy Efficiency Ratio) denotes efficiency in air conditioning mode.
Rebates - Geothermal Heat Pumps:
We offer a $2,000 rebate to customers who replace an existing electric furnace with an ENERGY STAR® qualified Geothermal Heat Pump installed by an IGSHPA and PTCS certified technician and according to the International Ground Source Heat Pump Association and PTCS specifications. Limited to one rebate per home.
Tax Credits

Step-by-Step Process
- Contact a participating dealer to arrange for a home consultation.
- The dealer will inspect your home and prepare a written proposal. A copy of the proposal will be given to you and another copy, which includes heat load calculations and other important information, will be sent to us for review.
- We will review the proposal and notify the dealer whether the system qualifies.
- The dealer will install your new system according to PUD and manufacturer specifications, then forward installation documentation to us for review.
- Upon receipt of the installation documentation, we will schedule an inspection of your new system. After a satisfactory inspection, we will send you a rebate check.
