A REC is a tradable, legal mechanism that represents the environmental benefits associated with one Megawatt-hour of electricity generated from a renewable resource. RECs may be sold and traded and the owner of a REC can legally claim to have purchased renewable energy. RECs incentivize the production of renewable energy by providing a source of revenue to electricity generated from renewable resources, such as wind farms.

Applicability

This retail Electric Vehicle (EV) charging schedule is a supplemental service that governs the use of Columbia River PUD’s (PUD) charging network for EVs. This schedule does not impact, replace, or otherwise modify any base retail service under which a Customer is currently served by the PUD. This schedule is designed solely for the retail sale of electricity as a transportation fuel. This schedule is available to all EV Users of the PUD’s EV Charging Stations.

Definitions

Direct Current Quick Chargers (DCQC) or Direct Current Fast Chargers (DCFC) – Individual chargers that provide service at approximately 55 kW of peak demand or greater.

EV User – An EV driver or operator who uses the PUD Charging Station. This does not have to be a PUD Customer.

Level 2 Chargers – Individual chargers that are capable of providing service at approximately 7.2 kW of peak demand or greater.

Session – Each unique charging event in which a Customer connects a vehicle to a PUD charger.

Station – The location of a PUD charging facility, consisting of one or more DCQC, and one or more Level 2 Chargers, co-located on the same site.

Availability

The service described in this schedule is available through a point-of-sale transaction and is intended for use at the PUD’s EV Charging Stations.

This schedule is not available for any use other than the purchase of retail electricity as a transportation fuel.

Rate

EV users’ per session payment will be made via credit card or other applicable payment method at the PUD Charging Station.

This schedule is designed for retail service to drivers or operators of EVs using the PUD’s EV Charging Stations. EV user-owned EV chargers are not eligible for service under this retail EV charging rate.

The pricing listed in this schedule is part of a pilot program and is subject to change.

EV users may not request service under this schedule for any purpose other than the purchase of electricity from the PUD to fuel the Customer’s vehicle(s) at the PUD’s EV Charging Stations.

General Service Rates

To commercial and general service Customers not subject to other specific rate schedules, and whose service entrance requirements are either single-phase, 400 amps or less or three-phase, 200 amps or less.

Character of Service

Sixty hertz alternating current, single-phase, 400 amps or less, or three-phase, 200 amps or less, and at such voltage as the PUD may have available.

Monthly Rate

Base Charge: $36.00

Energy Charge:
For all kWhs – 7.73¢ per kWh

Demand Charge: None

Minimum Monthly Charge

The Base Charge shall be the minimum charge for each meter, except that a higher minimum may be specified in accordance with the PUD’s General Terms, Conditions, Rules, and Regulations for Electric Service.

BPA Power Cost Adjustments

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWhs billed to Customers under this Rate Schedule.

Applicability

To general service Customers with fixed loads with fixed periods of operation, including but not limited to traffic signals and cable television amplifiers, which are unmetered for the convenience and mutual benefit of the Customer and the PUD.

Monthly Rate

An average monthly charge will be determined on a case-by-case basis either by test or by estimates calculated from equipment ratings supplied by the Customer to the PUD.

Installation Charge

A separate, additional, one-time charge will be made, on a case-by-case basis, to cover the cost of installation, including labor and materials, pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service.

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWhs billed to Customers under this Rate Schedule.

Term of Agreement

Customer to agree in writing to take service for not less than one year.

The monthly kWh energy is computed at 60 percent of the equipment name plate current rating at 120 volts times 730 hours per month.

In addition to the Energy and Demand Charges, the Customer shall pay an Average Power Factor Charge as determined in Rate Schedule 92.

Metering

Normally, metering will be installed on the secondary voltage side of the transformers. The billed energy will be adjusted by applying a loss factor or the actual cost of losses to the bill, should the service be primary metered for convenience.

In addition to the Energy and Demand Charges, the customer shall pay an Average Power Factor Charge as determined in Rate Schedule 92.

Effective for all bills rendered after October 1, 2023

Applicability

All commercial and general service Customers who qualify for Service under Rate Schedule 24 and have a new large power supply requirement greater than 1,000 kW but less than 5,000 kW total (Connected Load). Existing Customers served under Schedule 24 will be considered new Connected Load under Rate Schedule 27 for only any increased incremental load.

All Customers served under Rate Schedule 27 are required to enter into a Special Contract for Electric Service before delivery of electric service begins under Rate Schedule 27 and must participate in Rate Schedule 27 Customer meetings.

Character of Service

Sixty hertz alternating current at such phases and voltage as the PUD may have available.

Monthly Rate

Minimum Monthly Charge

The Base Charge shall be as set forth in the Special Contract for Electric Service entered into by the PUD and the Customer.

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWhs billed to Customers under this Rate Schedule.

Average Power Factor Charge

In addition to the Energy and Demand Charges, the Customer shall pay an Average Power Factor Charge as determined in Rate Schedule 92, Power Factor Rate.

Metering

Unless otherwise agreed, metering will be installed on the secondary voltage side of the transformers. The billed energy will be adjusted by applying a loss factor or the actual cost of losses to the Customer’s bill, should the service be primary metered for convenience.

Other Charges and Conditions

A. Special Contract Provisions:  The Special Contract for Electric Service shall, at a minimum, incorporate provisions designed to recover the PUD’s cost to serve the Customer. These costs include, but are not limited to, any additional power-related costs and expenses, and all costs incurred if the PUD is required to purchase power in excess of its Tier 1 allocation from BPA.

B. Rate Philosophy – Incremental Costs:  Rate Schedule 27 is formulated and will be administered under a “cost-causer – cost-payer” philosophy with the specific objective of avoiding any unnecessary increases in power costs to existing Customers of the PUD as a result of service under this Rate Schedule. Therefore, to the extent applicable, the PUD will charge any and all incremental costs associated or attributable to any new load directly to the Customer that is causing the increased cost.

C. Power Supply Requirements:  All power supply requirements under Rate Schedule 27 shall be acquired by the PUD and purchased by the Customer and shall be priced at the PUD’s resource acquisition cost, including any delivery related costs. All power supply requirements purchased under Rate Schedule 27 shall be provided to the Customer on a take-or-pay basis and are conditioned on the Customer providing the PUD with adequate financial assurances.

D. BPA Notice Date: The BPA Notice Date for the next BPA Purchase Period is September 30, 2025. The PUD reserves the right to revise the energy charges to reflect BPA-related costs and charges at any time.

All other charges and conditions shall be pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service.

Primary Voltage & Industrial Service Rates

Effective for all bills rendered after October 1, 2023

Applicability

To large commercial and industrial Customers which take delivery from the PUD’s primary distribution voltage and whose peak demand will exceed 500 kW at least once during 13 continuous months of service.

The Customer will be responsible for the maintenance, repair, and replacement for all primary voltage facilities beyond the Point of Delivery except meters, instrument transformers, and their related wiring.

Character of Service

Sixty hertz alternating current, three-phase, 12,470/7,200 grounded wye volts.

BPA Power Cost Adjustments

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWhs billed to Customers under this Rate Schedule.

Average Power Factor Charge

In addition to the Energy and Demand Charges, the Customer shall pay an Average Power Factor Charge as determined in Rate Schedule 92.

Metering

Normally, metering will be installed on the primary voltage side of the transformers. The billed energy will be adjusted by applying a loss factor or the actual cost of losses to the bill, should the metering be installed otherwise.

Other Charges and Conditions

All other charges and conditions shall be pursuant to the applicable power sales contract and the General Terms, Conditions, Rules, and Regulations for Electric Service.

Effective for all bills rendered after October 1, 2023

Applicability

All large commercial and industrial Customers who qualify for Service under Rate Schedule 30 and have a new large power supply requirement greater than 1,000 kW but less than 5,000 kW total (Connected Load). Existing Customers served under Schedule 30 will be considered new Connected Load under Rate Schedule 37 for only any increased incremental load.

The Customer will be responsible for the maintenance, repair and replacement for all primary voltage facilities beyond the Point of Delivery except meters, instrument transformers and their related wiring.

All Customers served under Rate Schedule 37 are required to enter into a Special Contract for Electric Service before delivery of electric service begins under Rate Schedule 37 and must participate in Rate Schedule 37 Customer meetings.

Character of Service

Sixty hertz alternating current, three-phase, 12,470/7,200 grounded wye volts.

Base Charge: $120.00

Other Charges and Conditions

A. Special Contract Provisions:  The Special Contract for Electric Service shall, at a minimum, incorporate provisions designed to recover the PUD’s cost to serve the Customer. These costs include, but are not limited to, any additional power-related costs and expenses, and all costs incurred if the PUD is required to purchase power in excess of its Tier 1 allocation from BPA.

B. Rate Philosophy – Incremental Costs:  Rate Schedule 37 is formulated and will be administered under a “cost-causer – cost-payer” philosophy with the specific objective of avoiding any unnecessary increases in power costs to existing Customers of the PUD as a result of service under this Rate Schedule. Therefore, to the extent applicable, the PUD will charge any and all incremental costs associated or attributable to any new load directly to the Customer that is causing the increased cost.

C. Power Supply Requirements:  All power supply requirements under Rate Schedule 37 shall be acquired by the PUD and purchased by the Customer and shall be priced at the PUD’s resource acquisition cost, including any delivery related costs. All power supply requirements purchased under Rate Schedule 37 shall be provided to the Customer on a take-or-pay basis and are conditioned on the Customer providing the PUD with adequate financial assurances.

D. BPA Notice Date: The BPA Notice Date for the next BPA Purchase Period is September 30, 2025. The PUD reserves the right to revise the energy charges to reflect BPA related costs and charges at any time.

All other charges and conditions shall be pursuant to the applicable power sales contract and the General Terms, Conditions, Rules, and Regulations for Electric Service.

Additional Service Rates

Effective for all bills rendered after October 1, 2023

Applicability

To industrial Customers at facilities engaged in manufacturing, processing, or refining with a peak demand which will exceed 3,000 kW per month at least once during 13 months of continuous service, and who enter into a power sales contract with the PUD.

The Customer will be responsible for the maintenance, repair, and replacement for all electric facilities beyond the point of delivery, except the meter, instrument transformers, and their related wiring.

Character of Service

Sixty hertz alternating current, three-phase at either 115,000 volts or 12,470/7,200 grounded wye volts, at the discretion of the PUD. The Customer may be required to either provide transformation or lease transformation capacity when service is at 12,470/7,200 volts.

Monthly Rate

Base Charge: $200.00

Energy Charge:
For all kWhs – 3.74¢ per kWh

Demand Charge: $4.84 per kW

On-Peak Period: 30-minute fixed intervals from 6 a.m. to 10 p.m. daily, excluding Sundays, New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

The Base Charge shall be the minimum charge for each meter, except that a higher minimum may be specified in accordance with the PUD’s General Terms, Conditions, Rules, and Regulations for Electric Service.

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWhs billed to Customers under this Rate Schedule.

Term of Agreement

The Customer agrees to take service for not less than one year.

Other Charges and Conditions

All other charges and conditions shall be pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service.

Effective for all bills rendered after October 1, 2023

Applicability

To lighting service for public streets and highways and public grounds and areas.

Character of Service

From dusk to dawn daily, controlled by photoelectric control or time switch.

Monthly Rate

Per 5 Watts: $0.20

Fixed Delivery Charge: $0.95

  • Excludes installation & periodic maintenance costs.

BPA Power Cost Adjustments

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 are included under this Rate Schedule in the above charges.

Special Conditions

The Customer will use the PUD exclusively to maintain, replace, or install fixtures on PUD distribution poles.

The Customer will notify the PUD prior to any changes to existing street lighting facilities on city owned poles.

To accommodate cost-effective maintenance, the Customer agrees to consult with the PUD on street lighting equipment specifications.

The Customer will repair within 10 working days any street lights that operate outside photo control time periods (day time operation).

The Customer will participate with the PUD in a bi-annual audit of street lighting inventory.

All other charges and conditions shall be pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service.

Effective for all bills rendered after October 1, 2023

Applicability

To outdoor area lighting service on Customer property.

Character of Service

Lighting service from dusk to dawn daily, by means of PUD-owned luminaires mounted on PUD-owned poles.

Maintenance by the PUD includes lamp, photo cell and fixture replacement as needed. Individual lamps will be replaced on burnout as soon as reasonably possible after notification by the Customer and subject to the PUD’s operating schedules and requirements.

Monthly Rate

Per 5 Watts: $0.20

Fixed Delivery Charge: $0.95

O&M – Area Lights: $3.45

O&M – Cobra Lights: $3.45

O&M – Flood Lights: $3.70

Monthly Charge: Includes energy and maintenance costs.

Installation Cost: Customer to pay separate installation costs as listed on Rate Schedule 90.

These fees are a one-time charge to the Customer for each occurrence or transaction and will be added to the Customer’s electric bill unless otherwise noted.

(a) PUD Service Hours – Normal service hours are from 8:00 A.M. to 4:30 P.M., Monday through Thursday, except PUD holidays. If service is requested for a time other than normal service hours, the Customer will be informed of and agree to the charges before PUD personnel are dispatched.

(b) Reconnect fees may be collected in advance before service will be reconnected. Other fees will be added to the Customer’s monthly electric bill as a separate entry.

(c) The deposit will be determined consistent with Section 12 of the PUD’s General Terms and Conditions, and the PUD may require a deposit equal to two times the highest bill over the past 12 months at a service location for new and existing customers. Deposits may be refunded after twenty-four (24) consecutive months with no late payments beginning once the deposit is paid in full.

(d)  Actual Costs would include unmetered energy, meter testing costs, investigation costs, PUD equipment damages, and other charges as appropriate.

Applicability

To all Customers who access the PUD’s transmission and distribution facilities in order to transfer or wheel power across the PUD’s power grid to or from an interconnected system.

Character of Service

Sixty hertz alternating current at such phases and voltage as the PUD may have available.

Monthly Rate

Demand Charge: $3.411 per kW

Demand Billing Determinant: Billing Demand shall be the highest measured demand in the previous 12 (twelve) months. (60-minute fixed intervals)

Special Conditions

The Customer is responsible for interconnection and line extension costs pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service. A separate contract may be required.

Other Charges and Conditions

All other charges and conditions shall be pursuant to the General Terms, Conditions, Rules, and Regulations for Electric Service.

Effective for all bills rendered after October 1, 2011

Applicability

To all customers who are being billed under a Rate Schedule which makes reference to Rate Schedule 92 and whose Average Monthly Power Factor is below 95%, lagging.

Character of Service

A. Unless specifically otherwise agreed, the PUD shall not be obligated to deliver electricity to the Customer at any time at an Average Monthly Power Factor below 80%, lagging.

B. The Average Monthly Power Factor is determined as follows:

C. Customers who install new or enlarged electric processing furnaces shall also install static var generators for flicker control and power factor correction for the entire furnace load. The generators shall:

  • a. Have one-half cycle response time and independent phase control.
  • b. Supply sufficient reactive power to prevent objectionable flicker at the common connection point of the furnace with other PUD Customers.
  • c. Maintain a minimum power factor of 95%.
  • d. Be filtered to limit the total harmonic current to no more than 2.5% of the fundamental current.

Monthly Rate

The Average Monthly Power Factor charge shall be added to the monthly bill as determined above and by the applicable rate schedule. To calculate the Average Monthly Power Factor charge, the PUD shall increase the billing demand by one percentage point for each percentage point or fraction thereof by which the average lagging power factor is below 95%.

Effective for all bills rendered after October 1, 2011

Applicability

To all customers who are being billed under any Rate Schedule which makes reference to Rate Schedule 94 – BPA Power Cost Adjustment.

Monthly Rate

Energy Charge, for all kWhs – 0.000¢ per kWh

Each billing period, the total energy kWh sales to Customers will be multiplied by the applicable BPA Power Cost Adjustment Rate and that charge will be added to the Customer’s total bill as a separate line item on the bill.

Other Charges and Conditions

The BPA Power Cost Adjustment shall include any BPA power cost billing adjustment or any other power cost related adjustments that may apply.

Effective for all bills rendered after January 1, 2005

Applicability

Available to all Customers who are billed under Rate Schedules for Residential, General Service, Primary Voltage and Large Industrial Service.

Monthly Rate

100 kWh Block – $2.00

Each billing period, the Customer will be billed $2.00 for each 100 kWh block of renewable wind power they select. This monthly charge will be in addition to the monthly energy use billed under the Customer’s current applicable Rate Schedule.

Other Charges and Conditions

The minimum purchase is one 100 kWh block of renewable wind power. There is no minimum time commitment.

Effective for all bills rendered after October 1, 2021

Applicability

To residential and general service/commercial Customers who have installed qualifying generating equipment (“Net Metering Facility”) and have entered into a Net-Metering Interconnection Agreement with the PUD pursuant to ORS 757.300.

Net metering measures the difference between the electricity supplied by the PUD and the electricity generated by a Customer’s Net Metering Facility that may be fed back to the PUD.

A customer may operate a Net Metering Facility using solar, wind, fuel cells, hydroelectric, digester gas, or waste, as identified the PUD’s Net-Metering Interconnection Agreement, where the generating nameplate capacity is 25 KW or less for Residential Customers and 199 KW or less for General Service/Commercial Customers.

Character of Service

Sixty hertz alternating current at such phases and voltage as the PUD may have available.

Monthly Charge

The Customer shall be billed each month for the applicable base charge and the applicable retail rate for all energy consumed by the Customer that is greater than the energy actually generated by the Net Metering Facility for such month. The monthly kWh shall be offset by any available Credits from the Net Metering Facility.

Energy generated by the Net Metering Facility for a month that is in excess of the energy consumed by the Customer during such month shall offset future consumed energy at the customer applicable rate schedule until the February bill. Any Credits that remain unapplied to the Customer’s accounts at the February bill of each year shall be credited or paid to the Customer, at PUD’s election, no later than the billing cycle ending in March of that year.

Basis For Power Purchase Price

Energy generated in excess of the energy consumed by the customer will be credited to the Customer’s account using the PUD’s Avoided Cost Energy Credit rate. Avoided Costs are defined in 18 CFR 292.101(6) as “The incremental costs to an electric utility of electric energy or capacity or both which, but for the purchase from the qualifying facility or qualifying facilities, such utility would generate itself or purchase from another source.”

The PUD’s Avoided Cost is based on the forecasted BPA PF wholesale power rate annualized for the current BPA fiscal year ending September 30.

Avoided Cost Rate

The Avoided Cost Rate represents the purchase price per kWh the PUD will credit for all electricity produced and delivered to a Point of Delivery within the PUD’s service territory in excess of energy consumed by the customer pursuant to a Net-Metering Interconnection Agreement.

The Avoided Cost Rate is: 3.83¢ per kWh
