Rate Schedule 10

Residential Service

Applicability

To residential service.

Character of Service

Residential Service - Special Waiver

To residential service.

Minimum Monthly Charge

Residential customers qualified as low income (150% of Federal Poverty Guidelines) will have the monthly Customer Charge waived.  However, a minimum monthly charge may be specified in accordance with the District's line extension policy or credit and collection policy.

BPA Power Cost Adjustment

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Other Charges and Conditions

All other charges and conditions shall be pursuant to the General Terms, Conditions, Rules and Regulations for Electric Service.

Applicability

To commercial and general service customers not subject to other specific rate schedules, and whose service entrance requirements are single-phase and 400 amps or less or three-phase and 200 amps or less. Also applicable to customers previously classified in Rate Schedule 20 whose average demand is under 30KW.

Character of Service

Sixty hertz alternating current, single-phase (three-phase, 200 amps or less) and at such voltage as the District may have available.

Monthly Rate

Customer Charge: $10.00

Energy Charge (for all kWh): $.0659

Demand Charge: None

Minimum Monthly Charge

The Customer Charge shall be the minimum charge, except that a higher minimum may be specified in accordance with the District's line extension policy.

Rate Schedule 21

General Service - Unmetered
Effective for all bills rendered after October 1, 2006

Applicability

To general service customers with fixed loads with fixed periods of operation, including but not limited to traffic signals and cable television amplifiers, which are unmetered for the convenience and mutual benefit of the customers and the District.

Character of Service

Sixty hertz alternating current, single-phase and at such voltage as the District may have available.

Monthly Rate

An average monthly charge will be determined on a case-by-case basis either by test or by estimates calculated from equipment ratings and shall be mutually agreed upon by the customer and the District.

Customer Charge: $10.00

Energy Charge (for all kWh): $.0659

Demand Charge: None

Installation Charge:

A separate, additional, one-time charge will be made, on a case-by-case basis to cover the cost of installation, including labor and materials.

BPA Power Cost Adjustment

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Term of Agreement

Customer to agree in writing to take service for not less than one year.

General Service - Small Non-Profit
Effective for all bills rendered after October 1, 2006

Applicability

To non-profit and non-governmental customers whose service entrance requirements are single-phase and 400 amp or less. Also applicable to customers previously classified in Rate Schedule 22 whose average demand is under 30 kW.

Character of Service

Sixty hertz alternating current at 120/240 volts single-phase.

Also applicable to customers previously classified in Rate Schedule 20 whose average demand is over 30kW.

Sixty hertz alternating current at such phases and voltage as the District may have available.

Monthly Rate

Monthly Charge: $38.00

Energy Charge (for all kWh): $.0469

Demand Charge: $4.40 per kW

Rate Schedule 30

Primary Voltage Service
Effective for all bills rendered after October 1, 2006

Applicability

To large commercial and industrial customers which take delivery through one service supplied from the District's primary distribution voltage and the customer's peak demand will exceed 500 kW at least once during 13 continuous months of service. The customer will be responsible for the maintenance, repair and replacement for all primary voltage facilities beyond the point of delivery except meters, instrument transformers and their related wiring.

Character of Service

Sixty hertz alternating current, three-phase, 12,470/7,200 grounded wye volts.

Monthly Rate

Energy Charge: *

For All kWh $.0406

For All kWh, On-Peak: $.0454

For all kWh, Off-Peak: $.0327

Demand Charge: $4.40 per kw
(6 a.m. to 10 p.m., Daily, Excluding Sunday)

* Annually, prior to October 1, the customer will be given the option of being billed at a flat kWh energy rate or on the on-peak/off-peak kWh energy rate.  The energy rate option selected will be effective until the following October 1.  If the customer does not make an energy rate selection, by default, all kWh usage will be billed at the flat kWh energy charge until the following October 1.

Minimum Monthly Charge

The minimum charge shall be no less than the Demand Charge times 500 kW or as specified in a separate contract. The customer’s billing may revert to Rate Schedule 24.

BPA Power Cost Adjustment

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Average Power Factor Charge

In addition to the Energy and Demand Charges, the customer shall pay an Average Power Factor Charge as determined in Rate Schedule 92, Power Factor Rate.

Metering

Normally, metering will be installed on the primary voltage side of the transformers. The billed energy will be adjusted by applying a loss factor or the actual cost of losses to the bill, should the metering be installed otherwise.

Other Charges and Conditions

All other charges and conditions shall be pursuant to the applicable power sales contract and the General Terms, Conditions, Rules and Regulations for Electric Service.

Rate Schedule 40

Transmission Voltage Service
Effective for all bills rendered after October 1, 2006

Applicability

To industrial customers at facilities engaged in manufacturing, processing, or refining with a peak demand which will exceed 3,000 kW per month at least once during 13 months of continuous service, and who enter into a power sales contract with the District. The customer will be responsible for the maintenance, repair and replacement for all electric facilities beyond the point of delivery, except the meter, instrument transformers and their related wiring.

Character of Service

Sixty hertz alternating current, three-phase at either 115,000 volts or 12,470/7,200 grounded wye volts, at the discretion of the District. The customer may be required to either provide transformation or lease transformation capacity when service is at 12,470/7,200 volts.

Monthly Rate

Energy Charge (for all kWh): $.0319

Demand Charge: $2.75 per kW
On-Peak Period (6 a.m. to 10 p.m. daily, excluding Sunday)

Minimum Monthly Charge

The minimum charge shall be no less than the Demand Charge times 3,000 kW or as specified in a separate contract. The customer’s billing may revert to Rate Schedule 30, or Rate Schedule 24, as applicable.

BPA Power Cost Adjustment

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Average Power Factor Charge

In addition to the Energy and Demand Charges, the customer shall pay an Average Power Factor Charge as determined in Rate schedule 92, Power Factor Rate.

Farm Irrigation and Drainage Pumping Service

Applicability

To irrigation and drainage pumping for farm usage.

Character of Service

Sixty hertz alternating current, phasing and voltage as available.

Monthly Rate

Customer Charge: $108.00 per calendar year

Energy Charge (for all kWh): $.0606

Minimum Monthly Charge

The Customer Charge shall be the minimum monthly charge, except that a higher minimum may be specified in accordance with the District's line extension policy or credit and collection policy.

BPA Power Cost Adjustment

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Term of Agreement

Not less than one year.

Street and Highway Lighting

Applicability

To lighting service for public streets and highways and public grounds and areas.

Character of Service

From dusk to dawn daily, controlled by photoelectric control or time switch.

Monthly Charge: Includes energy costs only, with the customers having paid the installation costs and the periodic maintenance costs.

Contract Options: For services beyond energy only, the PUD offers standard contracts for maintenance and contracts to finance individual street lighting installations.

All applicable BPA Power Cost Adjustment charges per Rate Schedule 94 shall apply to all kWh's billed to customers under this Rate Schedule.

Special Conditions

The customer will use Columbia River PUD exclusively to maintain, replace or install fixtures on PUD Distribution poles.

The customer will notify the PUD prior to any changes to existing street lighting facilities on city owned poles.

To accommodate cost-effective maintenance, the customer agrees to consult with the PUD on street lighting equipment specifications.

Repair (within 10 working days) street lights that operate outside photo control time periods (daytime operation).

Participate with the PUD in a bi-annual audit of street lighting inventory.

Rate Schedule 65

Outdoor Area Lighting
Effective for all bills rendered after October 1, 2006

Applicability

To outdoor area lighting service on customer property.

Character of Service

Lighting service from dusk to dawn daily, by means of District-owned luminare mounted on District-owned wood poles.

Maintenance by the District includes lamp replacement on a scheduled basis. Individual lamps will be replaced on burnout as soon as reasonably possible after notification by the customer and subject to the District’s operating schedules and requirements.

Rate Schedule 90

Miscellaneous Charges and Fees
Effective for all bills rendered after October 1, 2006

Applicability

To all customers utilizing the services of the PUD as defined and described in the General Terms.

Character of Service

The purpose is to list all miscellaneous charges and fees which may be assessed and billed as referred to in the General Terms and Conditions. These fees are a one time charge to the Customer for each occurrence or transaction.

(1) PUD Service Hours - the PUD's normal service hours for the above listed services are from 8:00 A.M. to 3:30 P.M., Monday through Friday, except holidays. The Customer will be informed of and agree to the charges before PUD personnel are dispatched.

(2) Reconnect fees will be collected in advance before service will be reconnected. Other fees will be added to the Customers' monthly electric bill as a separate feel.

(3) Or highest two months' expected average. Deposits will be refunded after 24 months of satisfactory payment history. Interest will accrue at 2.4% annually and paid when deposit is refunded.

(4) Actual costs would include unmetered energy, meter testing costs, investigation costs, PUD equipment damages and other charges as appropriate

Rate Schedule 92

Power Factor Rate
Effective for all bills rendered after October 1, 2006

Applicability

To all customers who are being billed under a Rate Schedule which makes reference to Rate Schedule 92 and whose Average Monthly Power Factor is below 95% lagging.

Character of Service

Unless specifically otherwise agreed, the District shall not be obligated to deliver electricity to the customer at any time at an Average Monthly Power Factor below 80%, lagging.

The Average Monthly Power Factor is determined as follows:

The meter for measurement of reactive kVA hours shall prevent reverse registration.

All installations of power factor corrective equipment shall be subject to the approval of the District.

Customers who install new or enlarged electric processing furnaces shall also install static var generators for flicker control and power factor correction for the entire furnace load. The generators shall have one-half cycle response time and independent phase control, supply sufficient reactive power to prevent objectionable flicker at the common connection point of the furnace with other District customers, maintain a minimum power factor of 95%, and be filtered to limit the total harmonic current to no more than 2.5% of the fundamental current.

Monthly Rate

The Average Monthly Power Factor charge shall be added to the monthly bill of the applicable customers as determined above and by the applicable rate schedule. To calculate the Average Monthly Power Factor charge, the District shall increase the billing demand by one percentage point for each percentage point or major fraction thereof (0.5 or greater) by which the average lagging power factor is below 95%.

Rate Schedule 94

BPA Power Cost Adjustment -
Effective for all bills rendered after October 1, 2006

Applicability

To all customers who are being billed under a Rate Schedule which makes reference to Rate Schedule 94 - BPA Power Cost Adjustment. This rate schedule does not apply to Rate Schedule 43 - Contract Service or to Rate Schedule 72 - Economic Development Incentive Rate.

Monthly Rate

Energy Charge (for all kWh): $0.000

Each billing period, the total energy kWh sales to customers will be multiplied by the applicable BPA Power Cost Adjustment Rate and that charge will be added to the customer's total bill as a separate line item on the bill.

Other Charges and Conditions

The BPA Power Cost Adjustment will be recomputed at least once every 6 months and changed if needed. .

Rate Schedule 95

Renewable Wind Block Power Option
Effective for all bills rendered after January 1, 2005

Applicability

Available to all customers who are billed under Rate Schedules for Residential, General Service, Primary Voltage and Transmission Voltage Service.

Monthly Rate

Each billing period, the customer will be billed $2.00 for each 100 kWh block of renewable power (Columbia Waves Plan) selected by the customer. This monthly charge will be in addition to the monthly energy use billed under your current applicable Rate Schedule.

Other Charges and Conditions

The minimum purchase is one 100 kWh block of renewable wind power. There is no minimum time commitment.
